CLAY COUNTY, Mo – A man from Osceola is in custody by Missouri Highway Patrol. Sunday night, August 28, Kenneth Riley, 35, was arrested for suspicion of methamphetamine, and paraphernalia possession. He is also suspected of failure to display valid plates on a motor vehicle. Riley was incarcerated at the Clay County Jail in lieu of the required bond.
